Information About Gallagher Services
Gallagher Services supports adults with intellectual and developmental disabilities in living the life of their choice. They are supported in living, working and being involved in the community as independently as possible. The Cornerstones of the program are Person-Centered Planning and the mission and values of Catholic Charities.
Services
Operating in Anne Arundel, Harford and Baltimore Counties and Baltimore City,
we offer:
- Residential services
- Supported employment
- Community-based day services
- Respite care (limited)
- Employment training services
- Pre-vocational and vocational training
- Spiritual, recreational and social activities
- Personal supports
To be eligible for admission to Gallagher Services’ residential or day programs, an adult must be eligible for services through the Developmental Disabilities Administration (DDA).
The steps to determine eligibility are:
- Contact DDA Access and Eligibility unit for an in-home assessment of the individual’s needs at 410-234-8200.
- The assessment determines the appropriate level of support and funding required for services.
- Following the initial assessment a Resource Coordinator would be assigned.
- At this point, the Resource Coordinator and family begin the process of choosing a service provider.
- Applications could then be reviewed by Gallagher Services based on current openings in the residential and day programs.

The Anne Lindsey Otenasek Scholarships are awarded at a dinner held in May each year where family, friends, volunteers and staff gather to honor Lindsey Otenasek with the presentation of scholarships that in some measure fulfill the promise of a young woman whose life was tragically cut short by the bombing of Pan Am Flight 103 over Lockerbie, Scotland. Lindsey was on Flight 103 returning home on Christmas break from a semester studying abroad. She had decided on her major in Special Education at Western Maryland College, in a large part, as a result of her volunteer experience as a Special Friend with Gallagher Services. Joleen Bouknight, who lived in Gallagher Services’ Main Center, was Lindsey’s Special Friend throughout her high school years at Notre Dame Preparatory School. Her commitment to Jolene went far beyond what was required, as her service hours could have easily been satisfied in one year. Those years, days and minutes spent with Jolene had a profound influence on Lindsey and helped shape her life.
The first scholarships were given to two volunteers and two staff persons in May of 1991 at a dinner that was held at the Hopkins Club. After the third year at the Hopkins Club, the dinners have been held in the former chapel at Gallagher Services’ Main Center, where Special Friends, Joleen and Lindsey Otenasek, spent so much time together. The Otenasek family is forever grateful for the dedication of the scholarship recipients’ service to others and the overwhelming generosity of family and friends that have enabled Lindsey’s memory to live on through the scholarship program.
Programs
The Gallagher Day Programs provide pre-vocational and vocational training, supported employment opportunities, a supervised work environment and habilitation daytime activities, Monday through Friday, for adults with intellectual disabilities.
Gallagher homes offer a range of supportive housing options throughout the Baltimore area to allow each resident the option of independence and participation in community life that they are capable of attaining. Call: 667-600-2520.
Adults who are more independent may live in their own apartments and work in the community with limited drop-in staff support during the week. Those adults needing more support have staff in the home to provide assistance with activities of daily living at the level that each individual requires. As they age, they may need the increased assistance and support provided in the Main Center Residence in Timonium. The four apartments in the Main Residence allow for easy access to the Day Habilitation Program and Clinic that is staffed by physicians from the Greater Baltimore Medical Center.
